Board of Directors - 2026

Meet the current board of directors of the Nova Scotia Central branch.

President and treasurer: Paul McCabe
Paul McCabe served over 36 years in the RCAF holding various leadership positions and 12 years as a vice president with IMP Aerospace. He is a passionate volunteer having held board positions with several volunteer organizations. Throughout Paul’s career he engaged in strategic planning and successfully generated positive outcomes while developing individuals to reach their full potential.

Second vice president: Joe Arsenault
Joe Arsenault retired in 2007 after working 35 years in DND Halifax Dockyard, where he started as an apprentice and evolved to excel through various roles, including mechanical fitter, systems technician and shop supervisor. These successes were achieved due to Joe’s hard work and ingenuity. Since joining the National Association of Federal Retirees, he continues to stay true to his values, embraces life and holds strong the value of supporting seniors. Joe maintains his passion for working with mechanics, visiting car and motorcycle shows. He’s also a happy granddad who remains actively involved as the grandkids participate in hockey and baseball games.

Director, Secretary: Delores Woodley 
Delores Woodley brings a combined career of being a registered nurse for over 35 years anda military veteran of 21 years, with a bachelor of nursing and a master of health administration. She has travelled extensively and worked as a clinical director to develop programs for hospitals in Saudi Arabia and Kuwait. In early 2003 to 2005. Delores served as the president of the board for the Ontario Case Management Association and as a director for Hospice Care Ottawa and has participated on numerous committees. She continues to share her knowledge as a nurse mentor for new nurses and internationally educated nurses at Nova Scotia Health. Delores currently holds the role as secretary.

Director, Communications, PR, web content editor: Stephanie Dean
Stephanie Dean retired in 2023, after working in Ontario in various industries with concentration in IT project management and communications. She is newly appointed to the Nova Scotia Central Branch for a two-year term. Stephanie is looking forward to embracing collaboration through open and frequent communication, accepting different perspectives as well as building new relationships.

Director, Sharon Landry
Sharon Landry brings a career of 40 years with Global Affairs Canada (four of which were on contract following her retirement in 2020) as well as three years with DND. Her career evolved from that of a stenographer to the position of management counsellor Office which she held for the last 12 years prior to retiring. Sharon served overseas in ten countries at the Canadian Embassy/High Commission where she has been responsible for ensuring that the administrative side of the Mission ran smoothly within finance, the passport program and security. Her assignments included time in Afghanistan, Zambia, Ukraine and Barbados amongst other countries. Sharon joined the NS central branch as a volunteer early 2025 and accepted to join the board shortly thereafter. She loves problem solving, helping others as well as being in the kitchen or playing cards.
 
Director, Laurie Morton
Laurie Morton has spent her career as a director developing and implementing policies and regulations related to income security programs, as well as providing guidance on income and financial assistance. She has volunteered on various boards and began volunteering for the National Association of Federal Retirees in 2022 as the branch office coordinator, became a director in 2023 and served as the first vice president up to early 2026. Laurie is passionate about advocacy, governance, problem solving and helping members navigate communication channels. 

Director, Lawrence Thomas Taylor (LT)
Lawrence Thomas, (better known as ‘LT’), brings a combined career of over 45 years as a marine engineering officer in the Navy and a civilian engineer in marine engineering support, also for the navy.  His volunteer roles included being a mentor for high school teams in robotics and underwater remote operated vehicles, in his alumni organization, in the maintenance committee of his church, at Sunday school and as a reader at his church.  He also was the Treasurer of Halifax Branch of PIPSC. 

LT joined the board of the FSNA (even before it was identified as NAFR), Nova Scotia Central branch, and held the roles as first vice president, then became president of the branch.  After completing his term, he remained on the board and later assumed the role as secretary.  He retired from the board several years now and recently decided to join us again.

During LT’s time as an executive on the board, the Association went through governance changes conforming to the regulations for a not-for-profit organization, (which led to the name NAFR). He is looking forward to participating in the current governance review that exists at this moment ( April 2026).. 

 

LT has been a widower for over 30 years and is a proud father of six, grandfather of eleven and a great grandfather of two.  

 

Director, Dale Hudson, P.Eng.

Dale Hudson is new to the National Association of Federal Retirees (NAFR), first joining as a member in 2025 and elected to the Board of Directors in April 2026.  

 

Dale retired in 2022 from Public Services and Procurement Canada (PSPC) where he worked for 21 years as a Project Manager.  Prior to 2001, he held various Engineering positions in the private sector.  During the last 10 years of his career with PSPC, he was active as a shop steward for the Professional Institute of the Public Service of Canada (PIPSC), involved with consultation at local, regional and national levels.  

 

Dale also served as the Regional representative for the Engineers and Architects as Secretary for the National Group.  He continues to be involved with PIPSC in various roles and hopes to encourage more connections between NAFR and PIPSC.

 

Director, John Dalziel, P.Eng.
John Dalziel has been a member of the NAFR since retiring from the Coast Guard over a decade ago.  Having grown up in Ontario, he attended University in Michigan, Scotland and England.  He enjoyed a long career in the Federal Government; Coast Guard, the Federal Fisheries Department, PWGSC on Coast Guard and Fisheries Department vessel construction, conversion and refit projects, Transport Canada Marine Safety and finally the Coast Guard as Deputy Project Manager for the construction of a series of ships.

John also worked for the Newfoundland Government, and in private industry for National Sea Products on their ship construction projects and Lloyd's Register of Shipping,   He retired from the Federal Government in 2015 and subsequently became an Adjunct Professor in Industrial Engineering at DAL. Previously he taught Naval Architecture as an Instructor at what is now the Marine Institute at MUN, and Management Accounting as an Sessional Lecturer at SMU.

John has spoken internationally on Maritime Safety, as far afield as Sweden and Fiji, and had one of the Papers he initiated and co-authored entered into the Record of the United States Congress.  He enjoys boating and currently has a small boat at the Dartmouth Yacht Club.
