Dumas is known as a visionary leader whose 35-year career has shaped immigration policy, strengthened international relationships and inspired generations of public servants. His work has intersected with some of the most complex and consequential periods in recent history — including managing post-9/11 immigration policy and facilitating refugee movement in Southeast Asia.
A champion of innovation, Dumas helped drive Immigration, Refugees and Citizenship Canada’s largest transformation initiative and pioneered new service delivery models, aligning immigration with Canada’s economic priorities. Beyond policy and operations, his leadership style — grounded in humility, integrity and collaboration — has made him a trusted mentor and role model.
