PSSP Fund shows a debt –  fact or fiction?

Actuarial figures released last fall (2015) for the federal Public Service Superannuation Plan (PSSP) state that as at March 31, 2014, the PSSP has a deficit of just over $3.6 billion. However, it’s important to understand the following about accrual both before and since April 1, 2000.
